I allege that:
Mayor Byrne's officers fail to govern The Companion Animals Act in the manner in which Parliament has intended.
It is my claim that:
It personally benefits Mayor Byrne to hurt community members who suffer distress from illegal off-leash dogs.

Illegal off-leash dog walkers in the Inner West is a social epidemic.
In 2021 the pre-mentioned staff members made me the scapegoat at the centre of a political furore.
I allege that,
These office bearers abused their positions of power.
They employed propaganda to exploit my personal situation.
Mayor Byrne's open, biased support of the ongoing illegal behaviours of careless dog owners
are key as to why Mayor Byrne achieves enormous success in the elections.

Mayor Byrne has removed all Rangers out of the Inner West LGA.
It is unscrupulous that the community has no Rangers.
Every single day many constituents suffer because,
the Mayor's choices are motivated by self interest, over his expected role of NSW Law Enforcement.

Matthew Pearce has refused to allow Council Staff to continue to action nuisance dog offences
that are committed inside our public housing residential complex.
I will demonstrate that under The Disability Discrimination Act 1992, this is discrimination.

My complaint is that these breaches of NSW Law HURT other people,
(including but not limited to) residents trying to access their homes,
vulnerable people such as elderly, parents, little kids and disabled.
Joggers, cyclists, skateboarders, food delivery riders,
as well as people with religious beliefs, personal preference or because a person is afraid of dogs.
i.e. Any person who does not welcome and is worried by off-leash dogs approaching them.

Disability Discrimination in relation to The Companion Animals Act Includes:
For persons who are already struggling to remain upright,
any dog that rushes ahead, strains, lunges, invades personal space etc, causes distress and worry.
Uncontrolled dogs easily cause accident, adverse medical reaction and injury.
Symptoms inflicted include anxiety, physical pain or causing a fall, as well as:
These stressors can trigger much more serious consequences including broken limbs, heart attack, seizure etc.

My complaint is that these breaches of NSW Law inflict HURT onto dogs.
Including but not limited to:
Assistance Dogs who are trained to focus on the medical needs of person(s), suffering from disability.
Dogs who are calm and trained to focus on their Handler for any reason.
Dogs who are vulnerable because of size, age, disability, illness, injury, having suffered previous dog attack etc.
Some of us just want to be left alone to enjoy the tranquility of our surroundings.
Mayor Darcy Byrne lives drinks, eats, socializes and networks in the Inner West.
He is a charismatic networker who is proficient in manipulating long term strategies that Ensure The Success Of His Career.
Pubs Are Where Ordinary People Who Share The Same Beliefs Workshop Together.
Fuelled by their Favourite Drink and Determination, They Synergize Their Strategies For Success.
"Darcy Byrne goes to a lot of pubs.
He knows a lot of publicans."
"The Vic" in Annandale is a local pub in the community of where this complaint is based.
It has been my experience that when like-minded people get together they strategize to win at all costs.

Establishments that allow dogs may do so in designated areas,
such as verandahs, beer gardens and non enclosed areas.

Mayor Byrne has misused carriage service(s) to encourage and enable without consequence:
Breaches Of The Food Safety Laws
Breaches Of The Companion Animals Act.
With images like the above it reinforces the community attitude of,
"If Darcy can do it, then its ok for every dog lover to do it too".
Advertising breaches of NSW Laws only encourages that disrespecting our laws are ok.
This benefits him.
This is corruption.

Darcy Byrne and Jenny Nelson both govern in support of dog owners who consistently disobey our State Laws.
I have known Jenny Nelson for over 15 years.
Jenny used to be effective as the sole Companion Animal Officer for Marrickville Council.
Dog attacks in the community were prevented
and
Nuisance off-leash dogs were addressed promptly.

The Companion Animals Bill 1998 stated that it was to be the role of Councils to Enforce The Companion Animals Act.
However each time that,
Concerns are raised by community members about roaming and nuisance dogs, little to zero action is taken.
Social media is rife with fears and grievances about nuisance dogs, injuries suffered and dog attacks.
It is appalling that Jenny Nelson's commitment to the ethics of The Companion Animals Act has severely deteriorated.
It isn't difficult to fix these problems in the community.
Jenny Nelson was successful at Marrickville because she worked with Rangers.
The Community needs the return of Professional Animal Control Rangers.
CORE FACTS

Dog owners driven my Human Emotion generally have a skill set of managing dog behaviours only at Novice Level.
These are the people who are not dedicated to training their dog.
The carefree beliefs of these individuals are fuelled by fun, excitement and impulse decisions.
Their desire for more freedom is then re-inforced with peer-shared misinformation.
A breeding ground for the path that leads to bad canine behaviours is born at the over-excitement of the off-leash dog park.
Like the Majority of Dog Owners, Darcy Byrne's "leadership" is driven by Wants and Emotions.
Like other charismatic leaders in history, Darcy is an expert at Emotionally Charging The Crowd.

Political Strategists
undertake the same tactics as those that are used in war:
Use propaganda to divide and conquer.
Deny what is the truth.
Silence any voice that does not suit "the cause".
Incite Hate of the innocent.
Mayor Byrne's strategies have caused me extreme hurt and distress.
The effects of which are having permanent effects on my abilities for living an independent life.

Unpredictable off-leash dog behaviours jeopardize the peace and the safety of other members in the community.
What Causes Unpredictable Behaviours In Dogs Is The Absence Of:
Structure,
Daily Training Of Basic Good Canine Manners,
Calm, Confident, Consistent Human Leadership.
Understanding Canine Behaviours.
Understanding Canine Psychology.
People taking leadership by walking their dog on-leash.
Each Time Novice Dog Owners Let Their Untrained Dog Off Its Leash,
They Are Re-inforcing For Even Less Chance of the dog returning to the owner on every subsequent occasion.

I allege that:
Darcy Byrne is UNQUALIFIED in Canine Psychology, Dog Training, Canine Behaviour, Anxiety, Reactiving, Aggression, Fear, Recall:
I allege that,
As a government official who is always sourcing and working strategies to accrue more power,
Mayor Byrne has been unlawful by culmulatively disrespecting the NSW State Laws of The Companion Animals Act.
He has done this by using his position of office to influence an enormous number of other novice dog lovers.

Mayor Byrne successfully secured a landslide of winning votes
from illegal off-leash dog walkers in 2021 and 2024.
Mayor Byrne synergized the issue at Callan Park with The Whites Creek Valley debacle.
i.e. Darcy got these votes by Encouraging Illegal Behaviour.Encouraging illegal behaviour at the cost of adults, children and companion animals getting hurt,
IS corruption.

The community used to have effective Animal Control Rangers such as Peter Parker,
Karen Lightowler, Preet, Ronnie Bussamatil, Colin Mead, and others whose names I didn't know.
1.15
Under Darcy Byrne's despotism, Animal Control Rangers were taken out of the community.
They were replaced (with warm and friendly) Companion Animal Officers.
I was there when Jenny Nelson applied for the role as Team Leader.
Being warm and friendly has been a political strategy masquerading to appear as though
the very nice Companion Animal Officers "are helping the community".
The only way to stop dog attacks is with visible Law Enforcement by Professional Rangers.

Contrary to the fulfilment of Council's expected role,
Companion Animal Officers have been given "placebo like duties".
This renders them regulatory ONLY after the fact, if at all.
I allege that under Darcy Byrne, Inner West Council is not fulfilling its obligation to enforce The Companion Animals Act.

Team Leader of Companion Animal Services,
Jenny Nelson has always told me, "They are being hammered by dog attacks".
However re, managing and preventing Dog Attacks,
Jenny Nelson has always told me, "Companion Animal Officers can only be reactive.
They cannot be proactive." (quote)
This means that unless a constituent provides comprehensive details from a dog attack, nothing will be done.
(Their mantra is, "Companion Animal Officers are Not Rangers".)
(If you call them a Ranger, they react taken aback, as though they are offended.)
From the many conversations that I had with Jenny Nelson and the implied assistance
I believed our community would finally receive, the people suffering have been left sorely disappointed.
1.18
With up to 99% of dog attacks going unreported, and most victims not knowing the address of the attacking dogs,
Illegal off-leash dog walkers know that there are no consequences.
Dogs that attack are never first time offenders.
Owners of Dogs that attack, are always quick to flee the scene.
1.19
The Majority of Illegal Off-Leash Dog Walkers see their actions as a victimless crime.
The reality is that Illegal off-leash walkers steal away the safety, peace and enjoyment of so many members in the community.

I have been asking for on-leash help from Council for many years.
Online and in the media when targeting me, I have seen Mayor Byrne say,
"Why should one person's needs over-ride the whole community's?"
And that, "he will be working with the community to remove the on-leash status in the Whites Creek Residential Area".
Darcy Byrne accuses me of being "the only person", who needs on-leash in a residential area.
That is not true.Many people suffer in silence because they do not know how to speak up.
The purpose of this complaint is:
to speak up,
to ask that I finally be heard
And for Visible NSW State RANGERS to be reinstated into the community.
Deliberate Retaliation:

I am an assistance dog handler / owner trainer.
I allege that Mayor Byrne has been retaliatory against me because in 2020 I made a complaint about Inner West Council.
I only ever asked for the Residential portion, where I live to be on-leash.
However, I allege that as a political strategy the above mentioned staff members deliberately
made the whole of The Whites Creek Valley Pathway, inclusive of lush dog park, on-leash.
Due to the fact that in 2015 Aaron Callaghan and Mandy Smith received death threats I allege that,
the staff members knew that aggressive illegal off-leash dog walkers would react with the same hate toward me.
I allege that Jenny Nelson, Aaron Callaghan and Darcy Byrne deliberately made me a target for harassment.
I allege that Darcy Byrne has deliberately used his resources and strategies to:
* Put My Safety At Risk
* To Cause Me As Much Hurt And Distress As Possible
* And To Debilitate My Health As Much As Possible.

Whenever I tried to explain the truth to the community,
I was silenced.
When I tried to provide information to answer questions on Facebook and Youtube, Jenny Nelson removed my posts.
Darcy Byrne used a range of deceitful tactics to make the community turn against me.
I know that Ex Ranger, Antonio Battistuzzi tried to do the right thing.
There is no excuse for Jenny Nelson not to stand up for what is RIGHT.
Over the years I have been harassed by many illegal off-leash dog walkers in my on-leash residential area.
Since 2021 Mayor Byrne has made multiple references to taking away the on-leash status here.
There has been community uproar over this issue.
I have copped an enormous amount of harassment, slander, nuisance and annoyance, bullying, and death threats.
TWO
Background Information:
In 2020 The Australian Human Rights Commission assisted me
in resuming the on-leash status of the footpath that I access to and from my home.
2.0
My complaint refers to the Whites Creek Valley Pathway Residential Footpath.
This Residential Portion of The Whites Creek Valley Pathway runs alongside the entrance of our homes.
It is 150m of narrow path between Brenan Street and the grey cement wall.
In addition to my disability, as a result of this issue I am now severely unwell.
Many people find it difficult to maintain their safety around off-leash dogs.
It is extremely difficult preserving the functionality and safety of a person's assistance dog around off-leash dogs.
My Complaint Includes
2.1)
The Australian Disability Discrimination Act 1992 (Sect 9)
i)
Assistance dogs are trained to focus on their handler's medical needs.
The function of an assistance dog includes (but is not limited to) guiding, alerting, retrieving and responding.
Distracting an assistance animal causes hardship with the likelihood of causing injury to the person.
In a residential area it is unreasonable to expect any person to have to deal with unknown, unpredictable off-leash dogs.
People simply seek to mind our own business, and to be left alone.

You cannot tell what is going on for another person just by looking at them.
For many people negotiating their own safety requires concentration.
People with assistance dogs are focused on everything within their ability to protect the safety of their animals.
Assistance Animals are vital medical equipment.
It is unreasonable to cause worry or fear to any person that their well behaved leashed dog is about to suffer a dog attack.
It is illegal for Council not to make reasonable adjustments for persons who are suffering from disability.

History of This Issue
I used to be very high volume user of parks and pathways.
I have an intermediate skill set in caring for, training and understanding canine behaviour.
Since 2014, my assistance animals and I have suffered an enormous amount of dog attacks.
The Whites Creek Valley Pathway was an on-leash area for 20 years.
On 27th March 2015, I asked Mayor Porteous to re-erect the damaged on-leash signs.
The outcome of her doing so was that the community of illegal off-leash dog walkers exploded with rage.
IWC Parks and Planning staff, Aaron Callaghan and Mandy Smith received death threats.
At 10am on Sunday 19th April 2015, I had a posse of angry off-leash dog walkers waiting for me outside of my home.
I called Ranger Ronnie Busamatil.
Ronnie was out of area and couldn't attend.
He told me to call police, which I did.
The outrage exploded throughout the community.
Angry off-leash dog walkers submitted a petition.
So, Council made the whole of Whites Creek Valley Pathway off-leash.
To have included the residential area has been debilitating.

I have been begging for help from Mayor Byrne since 2016 to make the residential portion of the pathway back to on-leash.
Mayor Byrne sent Council staff to Whites Creek.
I met with Team Leader of Companion Animal Services, Jenny Nelson and Head Ranger, Patrick Fuller.
I showed Jenny and Patrick all of the associated problems and dangers caused by off-leash dogs in a residential area.
Both Jenny and Patrick agreed that a residential footpath being on-leash was a "no brainer".
I never heard back from Mayor Byrne.
From 2015 to 2020 the constant off-leash dogs,
and the relentless bullying has taken a massive toll on my well being.
In 2015 I received support from Jamie Parker MP's office and also from ACON.
In 2018 I was hospitalized for 8 days.
As a result from the ongoing stress, I now suffer a chronic progressive condition.
The flair ups are debilitating.
I believe that my life expectancy is now reduced as a result of all the bullying from this issue.
As of 2021 my doctor describes my medical condition as multi-morbidity.
In 2020 when The Australian Human Rights Commission assisted me.
Comprehensive information was given to
IWC Senior Manager of Regulatory Services, Graeme Palmer.
Graeme shared it with the Councillors, for the purposes of IWC making a legally informed decision.
My stake has only ever been for the residential portion of the footpath outside my home.
That's all I ever asked for.
On 13th October 2020, the Councillors voted.
I am alleging that Mayor Byrne did not want to lose his landslide of votes
for the 2021 election from illegal off-leash dog walkers.
So he strategized by being absent.
The remaining councillors voted unanimously.
The result was that The Whites Creek Valley Pathway in its entirety was made on-leash.
Even though I never requested that.
Those of us IN NEED of the on-leash signs waited and waited.
It wasn't until January 2021 that inappropriate signs were finally erected.
However, there were many of them and their wording caused confusion.
The rumour going around was that I was to blame.
But at that time the community didn't have any proof.
The SMH article turned gossip into fact.
The result being that the illegal off-leashers in the community hated my guts.
2.3)
I allege that this was the intention of Darcy Byrne, Jenny Nelson and Aaron Callaghan.
The role of Matthew Pearce in these vicious behaviours was to waste my time, mislead me,
refuse to follow up on dog complaints and to treat me with prejudice.
2.4)
As a result I have suffered an enormous amount of harassment and threats of violence.
This has made a debilitating impact on my mental health, physical health and my quality of life.
Homes NSW have supported my safety by providing my home with a 2 metre high fence.
I have incurred great financial outlay to keep safe and I am currently living in fear of being assaulted.

In the week beginning Monday 11th January, 2021 I had 2 phone calls with Jenny Nelson.
On Friday 15th January 2021, I sent an email to Companion Animals and Regulatory staff.
I reiterated that my identity and privacy were to remain confidential.
On 16th January 2021 I also emailed,

The Sydney Morning Herald article published Sat Feb 20th 2021.
The deceit of this article empowered Mr Byrne with a LOT of followers.
The picture with Acacia and Sarah at "THE" park is the Smith Street Off-Leash Dog Park. It is a kilometre away from correct pic of Residential and Community Shared Pathway.

By deliberately choosing an obviously appropriate off-leash park
Mr Byrne made me out to be an unreasonable, selfish villain.

I allege that Mr Byrne has staged this photo with Acacia holding her dog on a leash.
AND (this is extra abnormal behaviour because) this IS an off-leash dog park.

Mayor Byrne deliberately put my safety at risk and that risk remains ongoing and current.

The Australian Human Rights Commission had been a confidential process.

Darcy Byrne breached my confidentiality, when he deceitfully described me as,

"my home backs onto the park"
It doesn't.
It wasn't the pictured Smith Street (designated) Off-Leash Dog Park.
It IS The Residential Portion of The Whites Creek Valley Path.

As well as by singling out one person and by not keeping the reason for
this issue "non-specific for all persons suffering from disability".
3.8)
This matter should only ever have been about the residential footpath.
3.9)
Byrne was also deceitful by choosing the wrong park which IS an appropriate off-leash dog park.
3.10)
Key to my identity is that most people with disability, have one assistance animal.
I have two.
3.11)
If a person is reasonable I am always quick to forgive.
However, no admission of guilt, frank discussion nor apology from IWC has ever been made.
This was disappointing because I thought I had a good rapport with Jenny Nelson.
No apology has ever been made to me for any of the content in this complaint.
That confirms to me that my allegations of deliberate hurt and distress are correct.
I have had to fight for appropriate on-leash signage to be installed.
After proactively trying myself, I had to engage an advocate before anything was actually done by Inner West Council.
This was for much needed on-leash signage.

Now that the community had media proof that it was me,
the harassment, threats and incidents that I needed to call for police assistance TRIPLED.

What is beyond any level of common sense or any sense of fair play,
is that off-leash dog owners mindlessly believe that "there is no problem".
They see their actions as a victimless crime.
It is a Fact that many members of the community do not want random dogs rushing toward them.
It is at the dog park that dogs learn not to listen to their owner.
There are no rules and no boundaries at the of-leash dog park.
"Normal" behaviour is for dogs to rush indiscriminately at other unknown dogs and people.
The people encourage this.
Dog owners exchange opinions which unfortunately are often misinformation.
This is why illegal off-leash walkers believe that everybody..... everywhere else
in the community, should welcome, love and gush over their dog in the same way that they do.
For many reasons, we do not want interactions with other people's dogs.
3.14)
I allege that the power of this SMH article yielded a lot of influence to
Mayor Byrne's constituents who have never even been to Whites Creek Valley.
The residual propaganda of this article was one of the strategies that got him re-elected.
3.15)
If you politely ask an illegal off-leash walker to put their dog on a leash.....don't expect them to be polite back.
These people are quick to ignore and dismiss you, harass, project, threaten and abuse you.

FOUR
IT WAS A SIMPLE REQUEST
All I asked Council to do was return the 150 metres of pathway alongside of our homes, back to on-leash.
All that was required was a metal on-leash sign at the Brenan Street entrance.
And a metal on-leash sign 150 metres at the other end near the building alignment at the beginning of our dwellings.
It was a simple request that deserved a simple fix.
2020 EXPECTED ACTION PLAN
The simplest transition for the Residential Portion to be returned to on-leash should have been:
As promised by Graeme Palmer, Senior Manager Regulatory Services:
Corflute on-leash signs designed ordered, delivered, installed by Inner West Council,
6 - 8 weeks from 13th October = before Christmas 2020.
Corflute on-leash signs erected within the bounds of The Residential Portion.
On-leash stencil signs painted wihin the bounds of the Residential Portion.
Metal on-leash signs to be installed in 2021.
Dissemination to the community that legal issues were raised and that Council was required to comply.
Concise explanation to the community that it is only 150 metres between Brenan St, and grey cement wall.
Consider the needs of residents.
Please walk your dog in this section on his / her leash.
Factual.
Legal Reason.
Fast Assimilation Into Community.
However, it was strategically orchestrated into a long term nightmare.
FIVE
OVERKILL
This debacle was made into such a mess that was so unecessary.
In particular was the overkill of 42 inappropriate signs plastered all throughout Whites Creek Valley
that focussed on the words, "off-leash".

THE PETITION
6.1
By the way that Council did this of course people are going to be upset.
I only asked for the 150m Residential Portion to be on leash.
I did not ask for the whole of Whites Creek Valley lush parkland where dogs freely exercise off-leash to be taken away.
This was another strategy by Darcy Byrne's Team to confuse and inconvenience the community:
a) to create widespread hate against me.
b) to create leverage for Darcy to "ride in, fix and return the off-leash space" and to make himself look like a hero.
This was all so unecessary.
And the very people who thought he was a hero, didn't know that he had deceived and manipulated them.

When I asked Jenny Nelson why Council made the whole of The Whites Creek Valley Pathway on-leash,
when I had only asked for The Residential Portion, Jenny said, Council did so as an act of good faith.

99% of the time Jenny Nelson comes across as lovely.
But I have also experienced her bullying side.
I allege that her intent toward me was retalitory and vindictive.
I have since learnt to believe the exact opposite of anything that Jenny Nelson tells me.

I think the petition unmasked some sound points.
I signed it because I agreed that making a wide area of lush Whites Creek Valley off-leash park into on-leash was ridiculous.
I only ever asked for the Residential Portion to be returned to on-leash
However by signing the petition and trying to explain the situation, the community's hate immediately stacked against me.
With the power of networking and gossip I have been blocked on Facebook by many angry dog owners.
Some posts may not appear here because of their privacy settings, means:
On Facebook, I cannot see any posts by Darcy's illegal off-leash dog walkers who have blocked me.
However by signing the petition and trying to explain the situation, the community's hate immediately stacked against me.
With the power of networking and gossip I have been blocked on Facebook by many angry dog owners.
This validates my point that when people have a mindset to hate, they won't budge to any degree of trying to be reasonable.
The strategies of Jenny Nelson and Aaron Callaghan to socially exclude me had worked.

However, The Petition also proved a factual point.
The last time that I checked Whites Creek Valley Dog Owners had 1091 signatures on their petition.
No matter which portion of the signatories are dog owners who:
a) Physically access Whites Creek Valley Pathway, or which portion have
b) Signed via social media requests to boot the numbers or,
c) Which portion have responded via "change.org's' request for "financial donations this petition does prove a point.
It should be noted that for financial "donations" 'change.org' will solicit signatories across
from other petitions to power boost the numbers for the Whites Creek petition.

The point proven is that:
(1091 signatures) PROVES (1091 times) that
people who love dogs at novice level,
but continue to breach NSW Laws are very uninformed and they are not right.

This is the age of communicating instant information.
I challenge that most of the signatories on the petition don't even access Whites Creek Valley Pathway.
I challenge that most of the signees have been enticed via
friends and acquaintences texting, "change.org" soliciting and online friends and contacts networking afar.
Herd Mentality is when people are influenced by their peers to mulitply opinions that lack being rational.
Therefore "over-inflated numbers", even "tens of thousands" of signatures will still lack the appropriate facts.
The facts that were presented in 2020 substantiated the genuine needs of members in the community who use
Whites Creek Valley Pathway Residential Portion, on a daily basis.
The majority is not right.
History is loaded with events where large crowds demanding "wants" were absolutely wrong.
This is a residential area.
All residential areas are on-leash.

Community Consultation
With this Council Announcement:
All Council had to do was only make the 150 meters of Residential Portion back to on-leash.
All they had to say was, "all residential areas are on-leash".
Any community upset would have been much easier accepted.

Jenny would facilitate Rangers to do patrols.

I am a person who has unfairly been in the cross hairs of Mayor Byrne's attention.
I allege that the ultimate act of Abuse by a government official who is unqualified on this topic,
was to remove Animal Control Rangers out of the entire LGA.
The community needs NSW State Animal Control Rangers who cannot be puppeteered by a self serving Mayor.NINE
It is my allegation that under the reign of Darcy Byrne,
Inner West Council Staff Have Been Instructed To
Deliberately Enable and Encourage Illegal Off-Leash Dog Walkers.
Companion Animal Services:

It is very important to understand that:
Companion Animal Services Officers
are NOT Rangers.
If you respectfully call them Rangers, they act very offended.
This is why we need Real Rangers like we used to have who actually make a difference.
These community minded services are charitable and very nice.

But without teaching the community the basics of how to prevent lost dogs nobody actually wins.
9.3
The resources of IWC Companion Animal Services also double up on what is available
through the NSW Office of Local Government.
Most of which pet owners can do themselves.
9.4
i) These "free services" do not help other members in the community who need illegal off-leash dogs stopped.
ii) These free services do not reduce the number of stressed dogs that are lost.
iii) These free services come at a cost because they do not teach dog owners to be proactive themselves.

As the primary roles of Companion Animal Services involve tasks of being nice,
the whole community suffers because Inner West Council does not provide Regulatory Staff.

Giving away freebies and being very nice to Darcy's followers does not reduce
the multiple breaches of The Companion Animals Act daily throughout the community.

Without actively enforcing on-leash areas no effort is being made
to reduce the number of Dog attacks in the community.

On Facebook many of the followers normalize lost dogs rather than employing and sharing basic steps of prevention.
We see it all the time at Whites Creek.
Lost dogs are totally freaked out
Their distress and frantic running puts them at risk of being hit by a car
and suffering horrible pain and injury.
Additionally, why should drivers suffer devastation if they kill the dog
or swerve and cause a bigger accident that hurt people and damages property?

Conclusion:
Everyone loves good endorphines and giving people free goods and services creates ''feel good" support.
This has been an ingenious way of not enforcing The Companion Animals Act which builds loyalty votes for the mayor.
Darcy Byrne putting his own agenda ahead of the safety of other
members in the community and the safety and welfare of vulnerable dogs.

Since their inception in 2016, when I have asked Companion Animal Services for:
i) Ranger Patrols
ii) Community support in preventing dog attacks
iii) Explaining the risks associated with off-leash dog parks
Whenever I have requested ranger patrols at Whites Creek,
The team leader, Jenny Nelson has told me that Whites Creek is not a priority.
Her catchphrase is "We can only be reactive - not proactive".

I am a member of the public with disability.
It is illegal for Council not to make reasonable adjustments in the community for persons with disability.

My dog and I have suffered many dog attacks.
Most of the time the other person runs away and you don't know where they live.
When I have had identifying information to report, Jenny Nelson
she has told me that her someone will go to the person's home.
When I have requested that I want the officer to be firm with the owner whose dog has caused me and my dog distress:
The Team Leader has told me that, "Oh yes, the officers will definitely do the finger shake". (quote)
That level of complacency is outrageous.

When I have signed statements about dog attacks I have met with 2 x Companion Animal Officers at the picnic table in the park.
The officers have always been very nice and polite.
However, it has always been me who points out many off-leash dog walkers in our close proximity.
It has been me that has had to ask one of the Companion Animal Officers to go and speak to
the illegal off-leas dog walker and advise them that they are in an on-leash area.
The Companion Animal Officer has always fulfilled my request.
However they have always done so reluctantly.
When they re-join us back at the table they would always look uneasy.
Usually making a comment such as, "The dog owner wasn't happy".
I allege that had I not made the requests, the illegal off-leash dog walkers would never
have been approached by the Companion Animal Officers.
Even though they were walking their dog illegally off-leash very close by to us.
I allege that Darcy Byrne has instructed Companion Animal Officers
to condition illegal off-leash dog walkers that there are no consequences.
When I sat in the park with Jenny Nelson and Head Ranger, Patrick Fuller - it was exactly the same scenario.
I had to push Patrick each time.

I allege that this is his clever strategies because,
One of Darcy Byrne's catchphrases is
"Leave the poor dog walkers alone". (quote)

This means that Darcy Byrne has instructed Council Staff to enable "the normality" of
illegal off-leash dog walking with his emotionally charged propaganda.
This is not fair government for all members in the community.
This is blatant abuse of Byrne's power for the purpose of accruing more illegal dog walker votes.
Any opportunity to flaunt Byrne's illegal support for off-leash dogs being in on-leash areas.

Darcy Byrne's dismissal of the people in the community who are afraid of or who do not welcome off-leash dogs is offensive.
Mayor Byrne's denial that off-leash dogs cause others distress is appalling.
The fact that any on-leash area is not a priority to be patrolled is disgraceful.

Law Enforcement Officers need to be independent of Council
so that they cannot be watered down and manipulated by a mayor who
who is committed to serving his own interests.

The off-leash signs in the on-leash residential area:

I allege that the following overkill of 42 signs that focussed on the words, "off-leash" was
the deliberate act of Jenny Nelson, Aaron Callaghan and Darcy Byrne to be vindictive and retalitory against me.
They know how abusive angry dog owners can be to Companion Animal Officers.
They knew about the death threats that Aaron Callaghan and Mandy Smith had received in 2015.
They knew what they were banking on and that I would suffer a lot of hate and attacks as a result of this.

I allege that the following overkill of 42 signs that focussed on the words, "off-leash" was
the deliberate act of Darcy Byrne as a political sling shot to benefit himself.
i.e. take it away from the community
(blame me as the scapegoat and silence me when I tried to explain that it wasn't me)
then ride in, "fight for it" and hand it back to the community to become the hero.

I allege that the repetitive and prominent wording of "off-leash" was a deliberate psychological ploy
to encourage illegal off-leash dog walkers to continue to walk off-leash without consequence.
WORKPLACE BULLYING:
because of how they left it unattended for hours in the same spot.
I allege that these governent officials think that they are untouchable.
I allege that Jenny Nelson, Aaron Callaghan and Darcy Byrne are workplace bullies.
The impacts of ongoing harassment still continue today.
What was overkill, drawn out and complicated could have been easy and simple.
All we needed in 2020 was an on-leash sign at either end of the 150 metres of Residential area.
Using partisan methods Matthew only represented the personal interests of Mayor Byrne.

Next was the long term request for metal on-leash signs since 2020.
In response to Matthew's above email:
The ultimate disrespect is dishonesty.
I do not believe that Antonio was "busy with other things".
Antonio is The Senior Companion Animals Officer.
Antonio had told me that his loyalty will always be To The Companion Animals Act.
Re, the signs thee was nothing to consider as they had already been agreed to.
Telling me that Coucil does patrols at Whites Creek is a lie.
They usually use language such as, "we will do patrols as per normal protocol".
As in, maybe drive by a park on a wet day but not approach anyone.
There had been so much hate and people not understanding that I had suggested an awareness campaign to help people understand.
My legal person agreed that Matthew's response was very poor form.
I had all the details required, including video proof for Council to action my complaints.
Matthew had been wasting my time for weeks.
Aside from being deceitful, he had done nothing constructive.
It was now at the point where having to deal with Matthew quite literally made me sick.
So I engaged a Disability Advocate.
This way I did not have to deal with Matthew any longer.
Matthew took away my access to Companion Animal Services.
This is Discrimination.

Complaint Against
Matthew Pearce
There were a number of illegal off-leash dog walkers whose address I did know.
I would make a nuisance dog complaint via Council's website.
A Companion Animal Officer would contact me and they would go and speak to the illegal off-leash dog walker.
Antonio Battistuzzi was the regular officer who would assist me.
Until one day, without warning he was no longer allowed to assist me.
There was no warning nor explanation the last email that I received from Antonio was:
My neighbour who lives opposite me is Yvonne Johns.
Yvonne has a large black, no collar, no leash, entire male pitbull.
The dog is never on a leash.
Yvonne has absolutely no control over it.
It has an attack history.
Many people are frightened of it.
Yvonne's dogs have attacked my Assistance Animal 5 times.

Yvonne's off-leash dogs have been a major nuisance for years.
I had been asking for help for a really long time.
Previous rangers in attendance were Peter Parker and Karen Lightowler over 7 years ago.

I allege that with peer support from David Bradley, Dave Romurray and others who created the petition and outcry,
Yvonne Johns wrote to Darcy Byrne and that he told her:
"Don't worry. You will never be fined. Let your dog do whatever it wants".
Yvonne's behaviour was appalling.
I allege that Yvonne knew there would never be consequeces.
I allege that Council were enabling Yvonne's multiple breaches of The Companion Animals Act.
I also connected Antonio Battistuzzi with my Homes NSW Client Service Officer, Hayley Furlong.
They were effectively working together to remind a number of my neighbours that their dogs must be on-leash.
As Anthony said, "By working together, Hayley and I can give them a double whammy".

Before Antonio abruptly stopped communicating with me, he told me that he and Matthew Pearce
wanted me to come up to Council for a meeting.
I quickly knew that this was just a strategy to waste my time.
This is because I had already had meetings with Council staff.
I also knew this would be futile because all they had to do, was what Anthony had been doing well...his job.
i) I told them that I am now severely unwell and unable to meet with them.
ii) I had already had 2 meetings with David Cheriton.
iii) I had already had 2 meetings with Jenny Nelson and Patrick Fuller.
My Complaint about the conduct of Matthew Pearce begins:
I explained that I was not well enough to make appointments.
Yet he was rude enough during 3 x phone calls and 2 x emails to disrespect me and to keep asking:

I was of the distinct understanding that as Council's Legal Counsel, Matthew was going to write Yvonne
a stern letter regarding her obligations in keeping her dog on its leash.
My understanding was that Matthew and Antonio were going to deliver the letter by hand to Yvonne.
Matthew is not a Companion Animals Officer, so he needed Antonio to attend with him.
As time dragged on, I was jerked around and this never happened.
I allege that Matthew's exploitation was deliberate.
Matthew asked me to keep a diary about Yvonne's off-leash nuisance dog for 2 weeks.
I kept the diary in good faith but I allege that Matthew was deliberately wasting my time.

Re, the signs there was nothing to consider as they had already been agreed to.
I thought at least discussing an awareness campaign would have reduced some of the hate.

I allege that the above sentence from Matthew's email to be paradoxial.
There had been so much hate inspired confusion in the community.
I asked Council to include the Disability Discrimination Act in relation to The Companion Animals Act on their website.
This was to explain why illegal off-leash dogs cause so much distress to Assistance Animals and their handlers.
Matthew's reply was, "There will be no Awareness Campaign as you have requested.
I will not authorize your commentary to be posted on Council's website".
It was transparent that Matthew was acting only for Darcy.

When you suffer from the chaos of an illegal off-leash dog, it is never their first time.
I made formal requests to Council because I had suffered from the same dog owners many times.
When a person can actually provide video proof and the offending person's address, it NEEDS to be followed up on.
Matthew Pearce has taken away my right to access Companion Animal Services.
I have needed support re, neighbours' illegal off-leash dogs.
Matthew has shut me down.
As a result, I rarely go out of my home during the day because there is no support from Companion Animal Services.

Next I reported another illegal off-leash dog complaint.
My Assistance Dog had been rushed at on the pathway, which is Council managed land.
I have difficulty staying upright and the incident caused me physical pain.
The dog belongs to my neighbour in unit 53.
I supplied video proof.
I did the usual protocol that I had done with Antonio so many times before.
I obtained the REQ number via Council's website.
What Antonio would have done is gone and spoken to the owner.
Antonio would remind them of their responsibilities as per The Companion Animals Act.
I was told by Regulatory Services said that a Companion Animal Officer will do that.
However Matthew abruptly took away my access from Companion Animal Services.
I don't know what the point of was dealing with Legal.
Matthew is not an authorized Companion Animals Officer.
This was just run-around to deny me the support that was required.

I dealt directly with Graeme Palmer, Senior Manager Regulatory Services.
The metal on-leash signs were installed on Thursday 14th September 2023.

Matthew used strategies that were designed to waste my time and to exhaust me.
Re, Yvonne Matthew was definitely working for Darcy and pandering to Yvonne.
I thought Matthew and Antonio were going to visit Yvonne with a stern letter.
Matthew deliberately had me a keep a diary,
Only in the end to tell me that Council had no jurisdiction.
Matthew was disrespectful of my boundaries.
Matthew took away my right as member of the public for access to Companion Animal Services.
Matthew Pearce is in violation of The Disability Discrimination Act 1992.
I had been discriminated against repeatedly by Matthew Pearce.

I submitted a complaint to Inner West Council's General Manager, Peter Gainsford.

It should be noted that in 2016
I had a phone conversation with Peter Gainsford.
Although Peter is a nice man, his knowledge about dogs was only at novice level.
Directly after Peter's "advice" and terrible but well meaning mis-information,
I debriefed with Jenny Nelson.
Although Jenny remained respectful, she thought what Peter had "advised" was amusing.

At the time of writing this Wednesday 24th October 2023,
I had another long standing request / complaint.
Yet again, Council is being discriminatory.
I engaged my advocate:

It is my complaint that Matthew Pearce projected at, and gas lighted me.
I asked him would it be possible for Companion Animal Services to explain on Council's website and
on their facebook page, the relevance of The Disability Discrimination Act and The Companion Animals Act.
Matthew's response:
"I will not have you putting your personal agenda on Council's website.
The projection is that the whole issue of my complaint is of Mayor Byrne's personal agenda using government resources.
And that Mayor Byrne manipulates staff and his position of office for personal benefit.

His statements are the the total opposite of the truth:

For a leader to act with such defiance of the truth is extremely frightening.
I allege that dishonestly using his position of office to preach that off-leash dogs are a non-existent problem,
for his own personal gain, Mayor Darcy Byrne is guilty of corruption.
The community consultation was The Companion Animals Bill 1998.
The Law is The Companion Animals Act.

Darcy Byrne has failed the vulnerable members of the community.
Many people try to negotiate walking their dog there, by avoiding.
Alternatively they just do not access Callan Park anymore.

by disregarding the history and the NEED for the enforcement of The Companion Animals Act.
In 2016, Mayor Byrne ignored me.
In 2016 Mayor Byrne ignored the unanimous professional advice of
Companion Animal Services and Parks and Planning.
All IWC staff were in agreement that the Residential Portion of
The Whites Creek Valley Pathway should be on-leash.
Jenny and Patrick's words were that, "its a no-brainer".
Mayor Byrne ignored the Inner West Council "Leashed Legend" signs.
Mayor Byrne ignored Justine at the meeting about Whites Creek in 2021.

iii) Employ tactics to scapegoat the community's hate and blame the dysfunction onto me.
iv) Appear to be complying with NSW Disability Law, but deliberately make my circumstances so much worse.

vi) Engage propaganda via deceitful media such as groups I have been blocked from as well as article in the SMH.
vii) Use tactics to debilitate and silence me, expecting that I would go away.

what had already been theirs, so as to be exalted as the hero.
This was supposed to be a "no brainer" (quote) / simple fix for public safety in 2016.
Returning a residential area back to being on-leash should have been
as straightforward as installing 2 metal on-leash signs, and making a public announcement.
The simple fix did not occur in 2016 because it would not benefit
Mayor Byrne to upset his enormous following of illegal off-leash dog walkers.
In 2020 the only reason on-leash was restored in my residential area was only because I had Legal Assistance.
Mayor Darcy Byrne has never had any intentions of enforcing The Companion Animals Act.
It is abhorrent that Mayor Byrne refuses to behave impartially to the fact that
community members (and their dogs) have different views and NEEDS.
Darcy Byrne, Jenny Nelson and Aaron Callaghan employed strategies that were retalitory and vindictive.
The intent of Jenny Nelson, Aaron Callaghan and Darcy Byrne was to silence and to hurt me as much as possible.
From 2020 it took a further 3 years for Council to erect on-leash signs.
This was only the result of a lot of effort from myself firstly for the painted bitumen stencils,
as well as me and my disability advocate for the proper metal on-leash signs.
The 42 inappropriate signs, that focussed on "off-leash" plastered all throughout Whites Creek Valley
did a lot of damage to my safety and my health as this underhanded tactic by Darcy Byrne, Jenny Neson
and Aaron Callaghan set me up as a target for hateful harassment, threats and attacks.
The same inappropriate signs put into the residential area only enabled illegal off-leash dog walkers even more.
"Oh I didn't know I was doing anything wrong. I just saw the words, "off-leash".
The SMH article was incredibly deceptive.
The deceitful SMH article stole more votes to re-elect Darcy as Mayor, from voters who don't even access Whites Creek.
The SMH article was designed to cause me as much hurt as possible.
As an officer of government Darcy Byrne abused his power to promote untrue propaganda.
Darcy Byrne manipulated members of the public into voting for him and angry reckless dog owners to behave appallingly.
Each time that I tried to explain the truth Council silenced me.
When I needed to make complaints about illegal off-leash dog owners
as I had done with Colin Mead and Antonio Battistuzzi on previous occassions,
Matthew Pearce blocked my access to Companion Animal Services and dismissed me.
Matthew Pearce was disrespectful.
Companion Animal Services is a placebo service that does nothing to stop illegal off-leash dog walkers.
One of Jenny Nelson's rehearsed phrases is that, "They prefer to take an educational approach".
My question is, "Why would Council not want to explain the relationship
between The Companion Animals Act and Disability Discrimination Act"?
All Members Of The Public Have The Right to Rangers
Who Enforce The Companion Animals Act And,
Who Visibly And Regularly Patrol Our Community To Ensure Public Safety.

EDUCATIONAL APPROACH?
Jenny Nelson and Jessica Apte say that they pride themselves on taking an educational approach.
So why don't Companion Animal Services educate the basics of SAFETY such as:
1)
Is your front door open?
It is "DogTraining 101" to teach your dog not to rush out of your front door.
Dogs are an absolute nuisance to Australia Post, Delivery People and innocent passers-by.
Dogs that bolt out the front door, are a danger to themselves, and others.
Dogs that are lost cause car accidents.
Instead of teaching dog owners how to stop this,
Companion Animal Services reward bad behaviour by offering a free taxi service that retrieves dogs that "got out".
Dog attacks occur outside people's homes by territorial dogs that have not been taught boundaries.
Companion Animal Services should be explaining basic steps of prevention to these common problems.
2)
Demonstrating that at the off-leash dog park, dogs must still be under voice control of the owner.
Explaining that the best opportunity to teach off-leash recall IS at the off-leash dog park.
Companion Animal Services have done some work on off-leash ettiquette.
However, it is not enough.
Another very important routine is explaining what to do BEFORE taking your dog to the off-leash park.

Very Importantly:
Demonstrating how to recognize the warning signs of a dog attack.
Hands on demonstrations of how to break up a dog fight.

DISABILITY AWARENESS?
If they are educational then WHY did Council absolutely refuse my request of anawareness campaign explaining
the relationship between The Companion Animals Act and The Disability Discrimination Act?

Darcy also puts his own Companion Animal Officers' safety at risk because they are too
frightened to instruct illegal off-leash dog walkers to put their dog on its leash.

Re, barking and nuisance complaints:
Council does NOTHING.
At Cohen Park we hear dogs barking long and loud out early mornings.
What if that dog's owner needs first responders during the night such as police,
ambulance, night doctors and nurses, or any other emergency service?
People who are sleep deprived suffer uneccessary health issues.
People who are sleep deprived are vulnerable to making mistakes and having accidents.
History has taught us many times that,
The Majority Are Not Right.
Manipulation of the media to only portray one side of the story is a powerful tool.
In real life, fewer people do whatever it takes to do what is right.
FACT:
The majority of dog guardians are novice dog owners.
This is why innocent members of the public, and dog handlers who work so hard for
our dogs to be trained, appropriately behaved, and under effective control at all times,
ALL DESERVE TO HAVE THE LEASH LAWS ENFORCED.

NOISE COMPLAINTS
My neighbour and I have both made noise complaints about barking, howling, lonely dogs.
Its cruel to the dog and for humans the noise is debilitating.
Particularly for people who need to sleep during the day, are in prayer, working, studying or who are unwell.
Currently by pandering to irresponsible dog owners,
Inner West Council destroys the safety and well-being of many community members.
The right to quiet peace and enjoyment is a Human Right.
Sleep deprivation is a debilitating issue that causes mistakes and accidents.
The community NEEDS Rangers like Peter Parker who actually follow through on dog nuisance and barking compaints.
Having a dog is a privilege.
But it takes work.
Human Rights come first.
